Grand jury indicts 21

The December session of a Highland County grand jury indicted 21 individuals on charges ranging from drugs, to OVI, to theft-related charges.

Those indicted during the grand jury session are:

• Jamie Ann Lowe, aka Jamie Ann Bryson, 54, Hillsboro, charged with aggravated trafficking in methamphetamine and aggravated possession of methamphetamine, both third-degree felonies;

• James Franklin Gragg, 34, Hillsboro, charged with third-degree felony gross sexual imposition;

• Dalton Ray Kerns, 20, Hillsboro, charged with fifth-degree felony breaking and entering;

• Joshua Lee Arnold, 27, Hillsboro, charged with two counts of receiving stolen property, both fifth-degree felonies;

• Kevin M. Sullivan, 52, Winchester, charged with two third-degree felony counts of operating a motor vehicle while under the influence of alcohol (OVI);

• Larry R. Bumgarner Jr., 51, Hillsboro, charged with third-degree felony failure to comply with the order or signal of a police officer;

• Terry Lee Jackson Jr., 38, Hillsboro, charged with breaking and entering, a fifth-degree felony, and theft, also a fifth-degree felony;

• Kaleb J. Kelch, 39, Sardinia, charged with aggravated possession of methamphetamine, a fifth-degree felony;

• Daniel L. Hollon, 25, Leesburg, charged with fifth-degree felony heroin possession;

• Shawn William Dunn, 44, Hillsboro, charged with illegal conveyance of weapons or prohibited items onto the grounds of a detention facility or institution, a third-degree felony, and fifth-degree felony heroin possession;

• Jeffery D. Carlier, 53, Chillicothe, charged with second-degree felony burglary;

• Chet M. Heflin, 47, Hillsboro, charged with illegal cultivation of marijuana, possession of marijuana, and possession of criminal tools, all fifth-degree felonies;

• Richard Allen Penn, 43, charged with illegal cultivation of marijuana and marijuana possession, both fifth-degree felonies;

• Christopher Ray Owens, 28, Hillsboro, charged with marijuana trafficking, two counts of heroin trafficking, two counts of heroin possession, all fifth-degree felonies. He is also charged with misdemeanor marijuana possession;

• Harrison Dale Resor III, 32, Mowrystown, charged with fourth-degree felony trafficking in heroin in the vicinity of a juvenile, fourth-degree felony trafficking in heroin in the vicinity of a school, and two counts of fifth-degree felony heroin possession;

• David Perkins, 42, Sardinia, charged with third-degree felony counts of illegal cultivation of marijuana and marijuana possession;

• Michelle Perkins, 42, Sardinia, charged with third-degree felony counts of illegal cultivation of marijuana and marijuana possession;

• Todd Anthony Clay, 48, Greenfield, charged with third-degree felony counts of illegal cultivation of marijuana and marijuana possession;

• James Anthony Price, 26, Bainbridge, charged with aggravated trafficking in methamphetamine in the vicinity of a school, a third-degree felony, aggravated possession of methamphetamine, a fifth-degree felony, trafficking in heroin in the vicinity of a school, a fourth-degree felony; and fifth-degree felony heroin possession;

• Cotey A. McCall, 30, Carlisle, Kentucky, charged with fifth-degree felony receiving stolen property;

• Tyler Richard Osterloh, 27, Hillsboro, charged with operating a motor vehicle while under the influence, a fourth-degree felony.
