Koogler mixes new members with handful of council veterans

Hillsboro City Council will hold its first meeting of 2014 on Monday with a new makeup of members, and the council president, Lee Koogler, has unveiled committee members for the next four years.


Dick Donley will chair the Finance Committee, typically one of council’s most important and busiest committees. Rounding out the committee will be veteran council member Bill Alexander and newly-elected member Ann Morris.


Koogler said Friday he wanted Finance members who were either self-employed or retired because of how busy the committee can be, as well as members who have finance or business experience.


Koogler said that he worked to make sure that each committee contained at least one experienced council member, not an easy task. Only three members among the seven voting members – the council president only votes in the case of a tie – have any previous experience, including Alexander, Donley and Tracy Aranyos, who was appointed late last year and elected to a full term in November.


Koogler said each member will chair one of the seven committees.


Council will also hear “state of the city” remarks from Mayor Drew Hastings, who said Friday he will outline his vision for Hillsboro for the coming year.


Koogler also said Friday that a $78,000 gift given to the city by an anonymous donor last week will be placed for now into the city’s parks and recreation fund. Hastings said last week that he would like council to consider using the funds to create a park in the courthouse square area.


Council will meet at 7 p.m. at the municipal courtroom of the Highland County Justice Center. Koogler plans to conduct a training seminar for new council members prior to the meeting. He also issued guidelines on dress codes, decorum, calling committee meetings, and expectations for committee chairs and committee members.


The committees appointed by Koogler for 2014-2017 will be:


Finance: Dick Donley, chair, Bill Alexander, Ann Morris.


Civil Service and Employee Relations: Bill Alexander, chair, Rebecca Wilkin, Claudia Klein.


Street and Safety: Justin Harsha, chair, Ann Morris, Bill Alexander.


Property Maintenance and Restoration: Ann Morris, chair, Justin Harsha, Dick Donley.


Utilities: Rebecca Wilkin, chair, Tracy Aranyos, Bill Alexander.


Zoning and Annexation: Tracy Aranyos, chair, Justin Harsha, Claudia Klein.


Community Enhancement: Claudia Klein, chair, Dick Donley, Rebecca Wilkin.
