Hillsboro man sentenced to eight months in jail

A Hillsboro man was sentenced to eight months in prison for a fifth-degree felony charge of aggravated possession of methamphetamine.

Ricky Shinkle, 63, according to the judgment entry of confinement, had a previous felony or misdemeanor offense of violence within the last two years, violated a term of the conditions of his bond set by the court, and at the time of this offense was serving or had previously served a prison term.

The judgment entry also said the defendant was given jail time credit of 18 days on their sentence as well as from the date he is delivered to the custody of the sheriff to be transported to the Corrections Reception Center in Orient. A period of supervision by the Adult Parole Authority after his prison release is optional.

According to a bill of particulars filed by the state or the prosecutor, Shinkle was arrested on one count of aggravated possession of methamphetamine.

The bill of particulars said that on or around July 15, 2020, on U.S. 50 in Paint Township in Highland County, an officer observed a black Chevrolet Impala following another car too closely; the officer ran the license plate and saw that the registered owner had a warrant for arrest. The officer noticed the front windows of the vehicle were completely blacked out.

The officer pulled over the Impala, where the driver identified as the owner of the vehicle, with Shinkle was riding in the passenger side. The officer asked for consent to search the vehicle as well as pat-down Shinkle for weapons, which the driver and Shinkle consented to.

While patting down Shinkle, a glass methamphetamine pipe fell out of his pocket. The officer then placed Shinkle in handcuffs and read him his Miranda rights. Following searching Shinkle’s person, the officer also found two small bags, one containing a white crystal substance and the other containing a white residue. Following the officer asking Shinkle if the substance in the bags was crystal meth, he said, “Yes.” The two bags were then submitted to the OSHP crime lab and the one containing a white crystal substance was found to contain methamphetamine, a Schedule II controlled substance.

More sentenced

In other court proceedings, one person was sentenced to prison time.

Joseph Schrimper, 43, West Union, was sentenced to six months in prison at the Corrections Reception Center in Orient for assault on a police officer, a fourth-degree felony.

The judgment entry of confinement said the court found that Schrimper caused physical harm to the officer and served a previous prison term.

The judgment entry also said the defendant was given jail time credit of 119 days on his sentence as well as from the date he is delivered to the custody of the sheriff to be transported to the Corrections Reception Center in Orient. A period of supervision by the Adult Parole Authority after their prison release is optional.

According to the indictment, on or around March 23 in Highland County, Schrimper knowingly caused or attempted to cause physical harm to a police officer.

Amber Blankenship, 31, Hillsboro, pled guilty to aggravated possession of a fentanyl-related compound.

According to the document from the Highland County Common Pleas Court, a pre-sentence investigation was ordered and will include an assessment for substance use disorder treatment and/or a mental health assessment. The document also said the sentencing hearing has been scheduled for Sept. 1, 2021, at 9 a.m.
