Collin Skaggs, 32, Hillsboro, was arrested on a bench warrant.

Gary Miner, 54, Hillsboro, was cited for failure to maintain assured clear distance ahead.

Benjamin Cox, 77, Peebles, was cited for failure to obey a traffic control device.
