Two under indictment charged with new felonies

A man and woman who are currently under drug-related indictments were charged with new felonies following a search on Tuesday.

An affidavit filed with the Hillsboro Municipal Court stated that shortly after 2 p.m. deputies with the Highland County Sheriff’s Office went to a McCoppin Mill Road apartment to arrest Kacy Clouser, 33, and Brittney Edwards, 24, both of Hillsboro.

Highland County Common Pleas Court records show that Clouser was indicted on two counts each of trafficking in heroin and possession of heroin, all fourth-degree felonies. Edwards faces one count each of fourth-degree felony trafficking in and possession of heroin.

The HCSO reported that at the time of Clouser and Edwards’ arrests, there was also a forfeiture specification for a 2001 silver Lincoln vehicle. Upon seizure and inventory of that vehicle, deputies allegedly located “used syringes, one syringe over half full of yellow liquid, and digital scales,” according to the affidavit.

Deputies obtained a search warrant for the apartment. At around 7:30 p.m. they executed that warrant and located a drawstring bag on a bed, which allegedly contained “153 grams of a tan-colored substance,” as stated in the affidavit.

The affidavit added that at 8:53 p.m. the substance field-tested positive for heroin.

Deputies also reported in the affadavit that “numerous other suspected drugs were seized as a result of this investigation.”

An HCSO news release added that “a large amount of crystal methamphetamine” and “other paraphernalia” were also located in the apartment.

Clouser and Edwards appeared in municipal court Wednesday on charges of first-degreely felony aggravated possession of heroin.

Bond was set at $150,000 in both of their cases, according to court records.

If they post their bonds, they will be on electronic monitoring house arrest. They are ordered to have no contact with each other and must report to the probation department. Edwards is also prohibited from driving, records add.

Clouser is scheduled for a preliminary hearing next Thursday. Edwards’ preliminary hearing is set for Oct. 29.

Records also show that Edwards was found guilty of a probation violation on a February conviction for possession of drug abuse instruments. She was sentenced to 27 days in jail.

In addition, according to the HCSO press release, sheriff Donnie Barrera reported that 27 grand jury indictments were returned on Tuesday. Of those, 14 people have been arrested. Four others are currently in different jails, according to Barrera.

The 27 indictments were secret, meaning that they remained sealed until those charged have been arrested. Highland County Prosecutor Anneka Collins previously told The Times-Gazette that indictments are sometimes sealed for a variety of reasons that include victim safety, confidential informant safety, or if the person charged is a flight risk.

Collins said Wednesday that Tuesday’s grand jury marked the second this month. She said the total number of cases that “needed to be heard could be very overwhelming for a grand jury in one session.” For that reason, two grand juries convened.

Those under indictment who have been arrested, according to court records and Barrera, include:

  • David A. Bennett Sr., 42, Greenfield, charged with fourth-degree felony trafficking in heroin in the vicinity of a school, two counts of fifth-degree felony heroin possession, fifth-degree felony trafficking in heroin, fourth-degree felony trafficking in a counterfeit controlled substance in the vicinity of a school, and two counts of fifth-degree felony trafficking in a counterfeit controlled substance.
  • Tad Price, 40, Greenfield, charged with fourth-degree felony trafficking in heroin in the vicinity of a school, fifth-degree felony possession of heroin, and first-degree misdemeanor theft by deception.
  • Jeremy Philip Lamb, 30, Lebanon, charged with fourth-degree felony trafficking in heroin in the vicinity of a school, two counts of fifth degree felony possession of heroin, and fifth-degree felony trafficking in heroin.
  • Thomas A. Schrader, 43, Greenfield, charged with trafficking in heroin and possession of heroin, both fifth-degree felonies.
  • Kevin Haithcock, 34, Greenfield, charged with two counts of fourth-degree felony trafficking in heroin in the vicinity of a school and two counts of fifth-degree felony heroin possession.
  • Alixsae Behlke, 25, charged with two counts of fourth-degree felony trafficking in heroin in the vicinity of a school, fifth-degree felony trafficking in heroin, and three counts of fifth-degree felony possession of heroin.
  • Samantha Barnhart, 26, Greenfield, charged with three counts of fourth-degree felony trafficking heroin in the vicinity of a school, three counts of fifth-degree felony possession of heroin, fourth-degree felony trafficking in crack cocaine in the vicinity of a school, and fifth-degree felony possession of crack cocaine.
  • James Leach, 62, Greenfield, charged with fourth-degree felony aggravated trafficking in methamphetamine and fifth-degree felony aggravated possession of methamphetamine.
  • Brodie Williams, 31, Greenfield, charged with third-degree felony aggravated trafficking in drugs in the vicinity of a juvenile.
  • Dustin Wade Lightner, 35, Greenfield, charged with fourth-degree felony trafficking in heroin in the vicinity of a school, two counts of fifth-degree felony possession of heroin, and fifth-degree felony trafficking in heroin.
  • Dustin Mootispaw, 53, Greenfield, charged with fourth-degree felony trafficking in heroin in the vicinity of a school, two counts of fifth-degree felony possession of heroin, and fifth-degree felony trafficking in heroin.
  • Nicholas Lightner, 37, Greenfield, charged with fifth-degree felonies trafficking in heroin, possession of heroin, and trafficking in a counterfeit controlled substance.
