Civil service rules prohibit Kay Barrera from seeking council seat


Kay Barrera, a Republican who had pulled petitions to run for Hillsboro City Council from Ward 3, said Monday she found out she is not eligible to run because she is a civil service employee.

Barrera said in an email to The Times-Gazette that she is a civil service employee in Clinton County, and is therefore prohibited from running under the provisions of Ohio Revised Code 124.57, which states that classified civil service employees cannot “take part in politics other than to vote as the officer or employee pleases and to express freely political opinions.”

With Barrera’s exit from the race, there are currently no known candidates for the Ward 3 city council race. Partisan candidates have until 4 p.m. Wednesday, Feb. 1, to file petitions, which require 25 valid signatures for ward races. Independent candidates have until May 1 to file.
