Improvements for justice center, dog pound

The Highland County Board of Commissioners opened multiple bids for shut-off valves at Rocky Fork Lake at its weekly Wednesday morning meeting.

“That is so that when we come up with someone who hasn’t paid their bill and does not have a shut-off that we can go in and shut it off. That would be for us to go in and install a shut-off on their line so that we can help facilitate payments,” chairman Dave Daniels said.

Vice chairman Brad Roades said there were four quotes for the valves, which were as follows: Twenty-seven valves from Brian Vance, the labor, materials and clean-out for $1,050 per house; AK Excavation, $1,200 per house for a quantity of 50; Unger Construction, $680 per unit; Bob Evans Construction, $800 per unit.

The board of commissioners, however, did not take any action on which bid they would accept.

In other news, the board of commissioners approved multiple other improvements for the Highland County Justice Center and the Highland County Dog Pound.

For the Highland County Justice Center, the board approved an epoxy coating and fiberglass liner estimate and a pipe inspection and cleaning from Gordon Plumbing.

“They ended up with a plug out there and I signed an emergency order sometime around the second or third of January (to) go ahead and proceed work to get that unplugged, and since then they have come back and have noticed, after they got into it, that there are some additional repairs and some additional work that needed to be done that they hadn’t counted on,” Daniels said.

Two other approvals at the Highland County Justice Center were a B & G booster pump for $1,180 and an exhaust fan for $1,612, both from Weller’s Plumbing and Heating.

The board also approved a fencing upgrade at the dog pound from Ellis Fence Company for $2,956.

“From what I understand, there was a bottom wire put across the bottom of the fence which wasn’t rigid enough to keep the dogs from going underneath,” Roades said. “So, they’re wanting to now add a one and five-eighths tubing on the bottom to just stiffen and make it more rigid.”

There were also two authorizations to execute, the first being a Change Order from Alpha Construction for an additional fire alarm at the new Record Storage Building, the second being a Prox-Keyboard Access Control Reader from Securitas Technology for $520.82.

There were two resolutions approved by the board:

* Res. No. 24-23 is the appointment of Brad Roades as the designee to the Solid Waste Management District Policy Committee for the year 2024.

* Res. No. 24-24 is an authorization for a budget modification from Transfers Out to Auditor Fund for $5,500.

There was also one contract approved by the board:

*Contract 3 is between the board of commissioners and the village of Greenfield for an agreement for Greenfield Indigent Defense Services in county court.
