Long chase leads to charges against Jackson man

A Jackson man given community control for failure to comply was among four people recently sentenced in Highland County Common Pleas Court.

Carl Ghiloni, 37, was sentenced to three years of community control on one count of failure to comply with the order or signal of a police officer, a third-degree felony. Ghiloni was ordered to be evaluated for Substance Use Disorder, his mental health and then comply with any recommended treatment. The court ordered that Ghiloni’s driver’s license be suspended for three years starting May 1, 2024, and that if Ghiloni violates any of the community control sanctions, he would be given a sentence of nine to 36 months and ordered to pay a fine of $10,000.

According to court documents, while a trooper was on duty around June 29, 2019, at around 2:27 a.m. and traveling on Mill Street near Washington Avenue in Greenfield, they saw a brown four-door sedan at the stop sign at the intersection of S.R. 41 and Washington Avenue. The trooper saw that the left front headlight of the vehicle was not lit.

The vehicle turned south onto Washington Avenue and the trooper activated the overhead lights on their patrol vehicle to start a traffic stop. The vehicle went south on Washington Avenue and the trooper activated the sirens on their vehicle.

The sedan made a left turn onto North Street and accelerated to a speed of 60 mph. After getting to the posted stop sign at the intersection of North Street and McArthur Way, the vehicle didn’t completely stop and then made a right turn onto McArthur Way. At the intersection of McArthur Way and S.R. 28, the vehicle didn’t stop at the stop sign and went east on S.R. 28 and Bayless Road.

The trooper saw the driver throw a small, unidentifiable item out of their window. The driver accelerated to a speed of 111 mph. The driverpassed an eastbound vehicle on S.R. 28 on a double-yellow line without using their turn signal and going around 90 mph.

The driver continued east on S.R. 28 while not staying in their lane. After they got to a road closure sign on S.R. 28, they made a left turn northeast onto Westfall Road without a signal. At the intersection of Westfall Road and Harpers Station Road, the driver made a right turn onto Harpers Station Road without a turn signal and failed to make a complete stop at the stop sign.

The vehicle hit a yellow traffic marker, drove through a soybean field before getting back on the road, and headed north on Perry Road. The driver’s failure to maintain their lane continued.

At the intersection of Perry Road and Westfall Road, the driver turned right onto Westfall Road. The trooper saw debris and vehicle components fall from the vehicle. Another trooper arrived as the driver drove the vehicle off the right side of the road on Westfall Road near Jamison Road.

The driver exited the vehicle while it was still moving and fled on foot northeast into a planted cornfield. The driver then looked back. A passenger was being held at gunpoint because of “exigent circumstances.”

The passenger was placed in handcuffs in the back of the trooper’s patrol vehicle. The passenger said they were drinking at a bar with Ghiloni and they were both “intoxicated.”

The passenger said they believed Ghiloni fled because of that. Two troopers arrived to help. The driver was not found after a search of the cornfield. Officers were told to travel to “various positions” to try and set up a perimeter of the area. Dispatch advised that the aviation department was en route to the area.

One of the troopers checked the BMV image associated with Ghiloni and said the image was “identical” to the driver that fled on foot. That trooper “was able to retrieve a contact number for Ghiloni from his Facebook account.” The trooper told dispatch to see if a ping from Ghiloni’s phone could be used to find him.

While a trooper was going to their post, they were told by dispatch that a sergeant had found Ghiloni on Westfall Road near Jamison Road. He was handcuffed and put in the back of a patrol vehicle.

The sergeant said he saw Ghiloni walking down the road and recognized him from the BMV image as the suspect involved in the pursuit.

Ghiloni was released to the trooper’s custody to be transported to Highland County Jail. The trooper said they smelled a strong odor of an alcohol from Ghiloni and that his eyes were bloodshot and glassy.

In other sentencings, Loretta Wilkin, 57, Hillsboro, was sentenced to three years of community control on one count of aggravated possession of meth, a third-degree felony.

The court, ordered that if Wilkin violates any of the community control sanctions, she would be given a sentence of nine to 36 months and ordered to pay a fine of $10,000.

According to court documents, on or around Oct. 22, 2023, an officer was patrolling North East Street near East Main Street in Hillsboro where they saw a 2017 Kia Forte with a retired registration sticker from July 2023. After it was run through dispatch, the officer was told that the vehicle was registered to July 2024.

The officer started a traffic stop on the vehicle and made contact with the driver, who was identified as Wilkin. The officer told Wilkin why she was stopped and “detected a strong odor of marijuana” coming from the vehicle.

During a search of the vehicle, drug paraphernalia was found inside the center console. Also found was a green pouch containing three baggies of crystal substances. They wee submitted to BCI for analysis and found to contain 7.09 grams of meth.

Justin Stevens, 44, Greenfield, was sentenced to three years of community control on one count of trafficking in a fentanyl-related compound, a fourth-degree felony. Stevens was also accepted into the New Way to Recovery Drug Court Docket and ordered to complete the Star program and to pay restitution of $100.

Falena Harrison, 43, Bainbridge, was sentenced to two years of community control on one count of aggravated possession of drugs, a fifth-degree felony, through an intervention in lieu of conviction. The court ordered that if Harrison violates any of the community control sanctions, she would be given a sentence of six to 12 months and ordered to pay a $2,500 fine.
