As it is mandated by the state of Ohio to be presented twice yearly, May’s five-year forecast came before the Greenfield Exempted Village Board of Education at its regular meeting on Monday.
According to district treasurer Brad Barber, the forecast presented in May is like an update to the one presented in November. The five-year forecast is a snapshot of what is currently known, and projections are based on many different variables like the state budget. As those variables become known, the projections are modified accordingly. The forecast is a tool, Barber said, that serves to communicate and assess a school district’s financial health.
Currently unknown things that will affect funding once they are known are the biennial state budget, any other government funding that may come along or change, and the School Fair Funding Formula. Barber spoke about Highland County currently reappraising property values. This is something that may affect the School Fair Funding Formula. All of these things will eventually be known, but the forecast presented on Monday is based on the best information that is available right now, he said.
The five-year forecast presented by Barber showed the following projected year-end balances for the district: 2024 – $9.37 million; 2025 – $8.86 million; 2026 – $7.08 million; 2027 – $4.23 million; and 2028 – $235,175.
In her report to the board, superintendent Quincey Gray noted that the summer feeding program — Summer Tiger Bites — will be happening again this year. It begins on June 3 and will have locations in Greenfield as well as Rainsboro and Buckskin elementaries where any child from 1 year old to 18 can receive lunch and a breakfast for the next day. People are asked to fill out a form so the school can have an idea of how many meals to be prepared for. The program is funded by the United States Department of Agriculture (USDA). In other business, high school students Brenna Wright and Anna Eikenberry were the meeting’s representatives of the superintendent’s student advisory council. In their reports, one provided a recap of prom and the all-night party and the other a recap of MHS Day, which happened on May 10 the week following prom.
Both girls thanked everyone that made each event possible and those that provided supplies, time, effort, food and any other kind of support necessary to make things happen.
Items on the consent agenda approved by the board of education included the five-year forecast, and the resignations of teacher Tia Barham, bus driver Joshua Breakfield, paraprofessional Melyssa Caldwell, secretary Bonnie Smith and bus driver Angie Clouser, both Smith and Clouser for the purpose of retirement. Also approved was the purchase of a new 84-passenger school bus, which Barber said was bigger than any the district has. It is a purchase that would be immediately available, he said, as it was ordered and built for a Pennsylvania school district that ended up not being able to pay for it.
With the end of one school year comes the preparation for the next school year, and the number of recommendations, including contracts, supplemental positions, volunteer positions, summer help and new hires, reflected that.
